The Economic Mobility Pathways Pilot (EMPP) was launched in order to help refugees immigrate to Canada through existing programs.
The EMPP assists individuals with their eligibility for economic immigration programs.
This program also provides Canadian employers with access to a pool of skilled candidates to fill available employment opportunities.
Eligibility As this pilot provides opportunities into a number of pre-existing economic immigration programs, there are two sets of eligibility that must be met.
The first is the eligibility for the EMPP itself. Applicants must:
be refugees of a convention or country of asylum;
possess one of the following valid documentations: (a) a positive refugee status determination (RSD) from the UNHCR or a refugee-hosting state, or (b) a document demonstrating that the individual is a registered or recorded asylum seeker abroad;
be living outside of Canada as well as the country of persecution; and
possess no durable solution in a third country.
Secondly, applicants must also meet the eligibility criteria for one of the following economic immigration programs:
Atlantic Immigration Program (AIP)
Provincial Nominee Program (PNP)
Rural and Northern Immigration Pilot (RNIP)
As this Pilot possesses two sets of eligibilities, applicants must submit two applications: one for the EMPP, and a second for the economic immigration program of their choice.
Entering Canada Successful candidates will be provided general orientation information regarding the lifestyle in Canada. This is to help with transition to Canadian society, and to direct successful candidates towards free settlement services.
Once in Canada, the following additional services are offered to help new immigrants and their families:
learning English or French;
finding employment opportunities as may be applicable; and,
finding leisure activities.
